Training for municipalities

In Italy SOGESCA organized 5 capacity building sessions for Local Authorities, building capacity of 12 participants. These sessions involved 5 new municipalities in 50000&1 SEAPs project, namely: Busto Arsizio, Udine, Caldogno, Marano, Santorso.
A total of 5 capacity building meetings for local governments not supported by the project activities took place in the 5 municipalities mentioned above.
The capacity building focused on tools and methodologies for effective data collection, and on the 50000&1 SEAPs methodology.
The municipalities have been chosen in order to benefit from the closeness to the local partner SOGESCA, and of the opportunity to integrate the EnMS procedures and methodology in their existing SEAP and Environment Management Systems (i.e. in Udine) already developed and currently in the implementation and monitoring phase.
The aim is to speed up the institutionalization of the SEAP approach and the “permeation” of the EnMS+SEAP methodology in the technical staff and in the political staff of the LGs involved in the process.
SOGESCA organized regular Energy Team meetings every month and half in each of the municipalities supported by the project activities, including the Federation. The aim of this capacity building activities with the 5 new Municipalities is focused on transferring this kind of methodological approach by supporting these Municipalities in structuring a stable internal Energy Team. Politicians and technicians were trained on how to introduce the EnMS+SEAP approach in their “normal” SEAP activities and how to collect and analyze energy data consumption based on appropriated EnPI.
Through this approach we are able to provide technical and organizational support to the municipalities in setting up a permanent energy team working on EnMS+SEAP activities.

National trainings

In Italy SOGESCA organized 1 capacity national training and dissemination events, building capacity of 25 participants.
The main focus areas of the sessions held were:

  • The Covenant of Mayors: implementing your city´s commitment through EnMS
  • Why your city needs and energy manager

  • The new Covenant of Mayors: from SEAP to SECAP


The event was organized and hosted by Veneto Region in Venice during the Mayor in Action project training program for municipalities in Veneto area.
SOGESCA was invited as expert technical partner to train 12 municipalities on how to develop, implement and monitor their SEAPs using the EnMS+SEAP approach. As “expert Municipality” in EnMS+SEAP, SOGESCA invited the Montecchio Maggiore Energy Manager, Mr Sabino Petrillo. The general introduction of 50000&1 SEAPs activities was followed by practical examples on the definition of the internal structure of the municipalities in EnMS+SEAP approach, the definition of the Scope of the EnMS, the targets covered by the Energy Policy and the definition of the energy baseline and energy review. SOGESCA presented the new Covenant of Mayor initiative launched on October 2015 for the development of the Sustainable Energy and Climat Action Plan and the new European 2030 targets.
Mr Sabino Petrillo presented the development process of the Energy Management System of Montecchio Maggiore Municipality, the internal structure of the Energy Team, data collection process and methodology, definition of the EnPI, definition of Energy Review and Energy Baseline and the monitoring internal software used by the Municipality to monitor energy consumption.
