Training for municipalities

In Bulgaria partners organized (or took the opportunity at external events) 11 capacity building sessions for Local Authorities, building capacity of 31 participants. These sessions involved 8 within the 50000&1 SEAPs project new municipalities, namely: Kardzhali, Smolyan, Banite, Borino, Devin, Madan, Momchilgrad and Ardino. Apart from Local Authorities, 9 participants from 3 District Administrations (Smolyan, Pazardzhik and Kardzhali) and 14 participants from Energy Agencies & Energy Centers were involved in 7 capacity building sessions organized by either Bulgarian partners or external organisations.
ARM and ECQ organised and ensured the participation of 7 experts from Kardzhali municipality, 3 experts from Smolyan municipality and representatives of Kardzhali and Smolyan district administrations in the national trainings in Kardzhali (23.2.2017) and Smolyan (27.2.2017).
The trainings were dedicated to the Project objectives and achieved results, SECAP development, integrated approach “EnMS+SEAP”, GPP and good practice examples in the field of RES heating and cooling in five EU countries. Besides, all presentations from the training in Smolyan have been sent (by email) to Devin Municipality.
Moreover, the mayor and expert from Banite municipality attended the Local energy forum in Nedelino (19.8.2016), 2 experts from Madan municipality participated in the Local forum in Rudozem (18.8.2016) while representative of Pazardzhik district administration took part in the energy forum in Bratsigovo (29.7.2016).
The events were focused on the Project objectives and its progress, integrated approach ‘SEAP+EnMS’, SEAP development and implementation, and GPP. As a result Madan municipality showed willingness to join the CoM and develop its SECAP in future.
Additionally, ARM delivered presentation of the Project and the results achieved so far at ARM Board meeting held in Smolyan on 25.3.2016. The meeting was attended also by the mayors of Smolyan, Banite, Borino and Madan. The presentations were delivered during the Smolyan district council on sustainable energy meeting (25.5.2016), Kardzhali district council on energy efficiency meeting (31.5.2016) attended by experts from the municipalities of Kardzhali, Momchilgrad and Ardino, and at the Annual meeting of Bulgarian energy agencies and energy centers (25.06.2016).

National trainings

In Bulgaria partners organized 2 capacity national training and dissemination events, building capacity of 32 participants.
The main focus areas of the First National Training and Dissemination Event held in Bulgaria were:

  • Presentation of the 50000&1 SEAPs project and the results of its implementation
  • Sustainable Energy and Climate Action Plan as required by the Covenant of Mayors
  • Good practices in heating and cooling from renewable sources in Greece, Italy, Spain, Austria and Latvia (cooperation with RES H / C SPREAD project).

The main focus areas of the Second National Training and Dissemination Event held in Bulgaria were:

  • Presentation of the 50000&1 SEAPs project and the results of its implementation
  • Sustainable Energy and Climate Action Plan as required by the Covenant of Mayors
  • Presentation of an Energy Management System according to ISO 50001: 2011
  • The role of green procurement in the implementation of sustainable municipal energy plans
  • Good practices in heating and cooling from renewable sources in Greece, Italy, Spain, Austria and Latvia (cooperation with RES H / C SPREAD project)
  • Official awarding of the Certificate of Municipality of Bratsigovo for Energy Management System according to ISO 50001: 2011 by engineer Stoyan Yotov, Manager of TUV NORD Bulgaria EOOD.
